Civilian protection and diplomatic efforts to end the war in Ukraine featured prominently during the UN General Debate and related Security Council discussions, the UN reported on 24 September. Secretary-General António Guterres called for protection of civilians and unobstructed humanitarian access in his opening address.

Ukraine's president addressed the Assembly on 23 September, while 51 UN member states issued a joint call for an immediate, full and unconditional ceasefire ahead of the Council meeting. UN political affairs chief Rosemary DiCarlo warned of a worsening civilian toll and urged intensified diplomacy. These were speeches, discussions and a joint statement by participating states; the report does not announce a newly negotiated ceasefire or a peace agreement accepted by the parties.
