UN Secretary-General António Guterres called for practical steps to reduce nuclear risks in a message to the Advisory Board on Disarmament Matters on 25 June. The message, delivered by disarmament chief Izumi Nakamitsu, warned that rising military expenditure, technological change and weakening trust were making international security more fragile.
