The UN General Assembly adopted a resolution supporting the International Court of Justice's climate advisory opinion on 20 May. The Vanuatu-led initiative received 141 votes in favour, eight against and 28 abstentions, giving a major diplomatic platform to countries seeking stronger international action on climate damage.
The text urges governments to prevent significant environmental harm, fulfil existing climate commitments and cooperate across borders. It follows the Court's July 2025 opinion clarifying states' obligations concerning greenhouse gas emissions. Advisory opinions are not binding judgments between litigating states, but they can influence the interpretation of international law. The Assembly's action therefore represents a political endorsement and a call for implementation, rather than a new globally enforceable emissions treaty.
